Good Standing Certificate (GSC) – Validity and Renewal Guidelines
The Good Standing Certificate (GSC) is one of the most important documents required for MOH, DHA, DOH, and other Gulf licensing authorities. It verifies that you are a registered healthcare professional in good professional and ethical standing with your home country council or licensing authority.
Although the GSC may be issued with a one-year validity by your council, please note that all UAE health authorities — including MOH, DHA, and DOH — accept it only for six (6) months from the date of issue.
That means:
- The validity period starts from the issue date mentioned on your certificate.
- You must submit your GSC within six months of its issue date for it to be accepted.
- Once your GSC is older than six months, it will be considered expired and rejected by the licensing authority.
If your Good Standing Certificate has expired or is nearing expiration, kindly inform Nursing Manthra.

Fresh Graduate Nurses: Apply Without Experience for MOH UAE License
Good news for newly graduated nurses!
If you have recently completed your nursing education and there is no two-year gap after your course completion, you are now eligible to apply for the MOH UAE license as a fresh graduate, without any work experience certificate.
According to the latest MOH guidelines, nurses who finish their education and immediately register under their Nursing Council are considered fresh graduates. Once you hold your valid council registration/license and there is no gap of more than two years between course completion and application, you can directly proceed with the MOH registration and licensing process.
This is a wonderful opportunity for new nurses who wish to start their career in the UAE or other Gulf countries immediately after graduation — without waiting for two years of hospital experience.
Importance of the Higher Secondary (Plus Two) Certificate for MOH, DHA, and DOH Licensing
One of the most essential documents for the UAE health authority licensing process — whether MOH, DHA, or DOH (HAAD) — is the Higher Secondary Certificate (also known as the Plus Two certificate or 12th-grade certificate).
This certificate confirms that you have completed two years of higher secondary education after Grade 10, which is a mandatory educational requirement for all healthcare licensing authorities in the UAE and GCC countries.
Without a valid Higher Secondary or Plus Two Certificate, your application cannot proceed. The system will reject your registration, and you will not be eligible to receive your Eligibility Letter or Evaluation Certificate.
🌍 For International Applicants (Nepal, Philippines, and Other Countries)
In some countries such as Nepal and the Philippines, students can directly enroll in nursing or paramedical courses after Grade 10.
However, please note that for UAE health authorities, including MOH, DHA, and DOH, the Higher Secondary Certificate (12th-grade or equivalent) is compulsory for all applicants — regardless of your home country’s education structure.
If you do not possess a Plus Two certificate, your licensing process will not move forward, and you will not be able to complete your DataFlow verification or exam registration.
Degree vs Diploma and Registered Nurse (RN) vs Assistant Nurse (AN)
Understanding the difference between Registered Nurse (RN) and Assistant Nurse (AN) licensing is very important when applying for the DHA (Dubai Health Authority) or MOH (Ministry of Health UAE) license. Applying under the wrong category may lead to rejection of your application or denial of the eligibility letter.
Assistant Nurse (AN) Category
If you have completed a General Nursing and Midwifery (GNM) or Diploma in Nursing qualification, you must apply for the Assistant Nurse category.
Please note that:
- DHA-authorized payers and DHA authority will not issue an Eligibility Letter if you apply under the Registered Nurse category with only diploma-level education.
- The MOH authority also will not issue the Eligibility Letter for diploma holders under the RN category.
✅ Therefore, all diploma-qualified candidates must apply for the Assistant Nurse (AN) examination.
Registered Nurse (RN) Category
Candidates who have completed a 4-year Bachelor of Science in Nursing (BSc Nursing) program are eligible to apply as Registered Nurses (RN).
- After passing the RN Prometric Examination, they will receive the Registered Nurse License.
- Fresh graduates with no experience can also apply under the RN fresher category, provided there is no more than a two-year gap after course completion.
- Otherwise, a minimum of two years of clinical experience is required to apply under the experienced RN category.
Upgrading from Assistant Nurse to Registered Nurse
If you are currently an Assistant Nurse and wish to upgrade to Registered Nurse (RN) status, you must complete a Post BSc Nursing program, which is a two-year regular course.
⚠️ Important: Only regular Post BSc Nursing courses are accepted by the UAE authorities.
Correspondence or distance education programs are not valid under DHA, MOH, or DOH.
To upgrade successfully:
- Complete a regular, full-time Post BSc Nursing course.
- Attend classes and exams in person (no online or correspondence allowed).
- After completing the course, update your new qualification in the DataFlow system.
- Apply for the Registered Nurse (RN) examination to obtain your upgraded license.
Travel History Requirement
During the evaluation process, UAE health authorities may ask for your travel history. You must submit a clear scanned copy of your full passport, showing all entry and exit stamps.
This helps confirm that you have attended your regular classes and not pursued distance education while residing in another country.
Transcript (Mark List) – A Mandatory Document for MOH, DHA, and Other Health Authority Licensing
The Transcript — also known as the Consolidated Mark List or Academic Record — is now a mandatory document for all licensing authorities, including MOH (Ministry of Health UAE), DHA (Dubai Health Authority), DOH (Department of Health – Abu Dhabi), and Saudi Commission for Health Specialties (SCFHS).
Many candidates make the mistake of not collecting their transcript from the college after completing their studies. However, without this document, your application will be rejected by the licensing authorities.
What Is a Transcript?
A Transcript is an official document issued by your college or university that provides a detailed record of your entire academic performance.

- Your joining date and course completion date

Why Is the Transcript So Important?
Previously, some authorities accepted the mark list instead of the transcript. However, in recent years, the MOH, DHA, DOH, and SCFHS have made it compulsory to submit a college-issued transcript.
If you apply for your Evaluation Certificate or Eligibility Letter without it, your application may be rejected or placed on hold until the transcript is submitted.
Valid Home Country License – The Most Important Document for MOH, DHA & DOH Licensing
The Home Country License is one of the most essential and mandatory documents for all healthcare licensing processes — whether in UAE (MOH, DHA, DOH), Saudi Arabia, or European countries.
Without a valid Home Country License, you cannot proceed with DataFlow verification or exam registration for any of the Gulf or international licensing authorities.
What Is a Home Country License?
Once you complete your degree or diploma in Nursing, Medicine, or Paramedical Science, you must register with your home country’s professional council.
This registration process officially recognises you as a licensed healthcare professional authorised to practice in your country.
Registration and Experience – Must Be Under the Same State
In India, every state has its own Nursing or Medical Council.
You must first register in the same state where you completed your education — this is your primary registration.

How to get a UAE Nursing License Without Experience

Important Rules for a Valid Experience Certificate
Experience must be after council registration:
Only experience obtained after the date of your license is counted as valid.
Example: If you started working before your nursing council registration, that experience is not acceptable.
Experience and license must be under the same state or authority:
- If you studied and registered in Kerala, and later worked in Karnataka without transferring your license, that experience will be rejected.
- You must hold a valid license and work experience under the same council or state.
Minimum experience counted:
- For licensed professionals with a two-year education gap, a minimum of two years of post-license experience is mandatory.
Salary Proof and Verification for DataFlow
During DataFlow verification, if your hospital or clinic has been closed or blacklisted, the verification team will ask for additional proof to confirm your employment.
To ensure a positive DataFlow report, always maintain the following:
- Salary Bank Transactions – Keep a bank statement showing your salary credited from the hospital’s account to your personal account.
- PF / End of Service Details – Collect your Provident Fund (PF) or end-of-service benefit payment proof through bank transfer when leaving the hospital.
These two proofs are essential if the facility is later blacklisted or closed, as DataFlow will not be able to verify your employment through normal channels.

This eligibility number is used to book your exam on the Prometric website, where all MOH licensing exams are conducted worldwide.

- You maintain less than a two-year professional gap after issuance.
- Your DataFlow report remains valid and positive.
