Who Is This Process For?
This process is for:
- Internationally educated radiographers (EU or Non-EU)
- Applicants who need official registration before working in Malta
Requirements for Registration with CPCM (Complete Checklist)
You must submit:
1) Application Form
- Application form (mandatory)-Will provide by nursing manthra
2) Required Documents
All documents must be in English OR provided with Certified Translations:
(a) Identification Document
- Passport / national ID (clear copy)
(b) Recent Police Conduct Certificate
- Must be recent (keep it updated at the time of submission)
(c) Professional Qualification
- Degree/diploma certificate(s) related to radiography
(d) Professional Portfolio / Academic Portfolio + Practical Training Proof
You must provide documents showing:
- Your Professional Portfolio and/or
- Your Portfolio of Academic Studies and Practical Training
…and it must relate to: - The profession
- The professional syllabus completed by your institution
(e) Certificate of Good Standing (or Alternative Declaration)
You must provide either:
- A Certificate of Good Standing from the council/authority you are registered with
OR, if your profession is not regulated in that Member State (so a good standing certificate cannot be issued), then: - A declaration on oath / solemn declaration stating you are not registered with a council because the profession is not regulated there
- This must be done before a competent judicial/administrative authority, or a notary, or a qualified professional body in your home Member State
- The authority/notary must issue a certificate confirming authenticity of your declaration
(f) English or Maltese Language Proficiency
You must meet one accepted English test requirement (details below).
(g) MQRIC Letter
- Institution name, ECTS credits, and EQF level,
OR - Your qualification has not yet been recognised by Malta Qualifications Recognition Information Centre (MQRIC),
- then you must submit a letter from MQRIC confirming your qualification level according to the European Qualifications Framework (EQF).
English Language Requirement (Accepted Exams + Minimum Scores)
You can submit any one of the following:

Special Instructions for NON-EU Citizens (Very Important)
If you are a Non-EU citizen, you must submit authenticated copies of all documents.
Authentication can be done by:
- The registrar’s office (they certify true copies of originals), OR
- A lawyer / solicitor / notary / commissioner of oaths
- They must authenticate, sign, and include their stamp and seal
Translation Rules (If Your Documents Are Not in English)
- Translations must be done by an official translator authorized by the state
- The Council will need both:
- the original document, and
- the translated English version
Step-by-Step Process (Simple Workflow)
Step 1: Prepare Your Documents
Use the checklist above and confirm:
- All documents are in English or have certified translations
- Your portfolio/training proof is detailed and matches your syllabus
Step 2: Arrange Good Standing / Declaration
- Get Good Standing from your council/authority
OR - If your profession isn’t regulated, prepare the oath/solemn declaration through the proper authority/notary
Step 3: Meet Language Requirement
Choose one accepted exam and ensure you meet:
- Overall scores and component minimums (IELTS/OET/TOEFL writing requirement)
Step 4: Get MQRIC Letter (If Needed)
If your qualification documents don’t show ECTS/EQF, apply for the MQRIC letter confirming EQF level.
Step 5: Authenticate Documents (Non-EU Only)
Complete authentication exactly as required (stamp + seal if notarized).
Step 6: Submit Your Application to CPCM
Send your application and documents as instructed and keep a copy set for your records.
Common Mistakes That Cause Delays
- Submitting documents without certified translation
- Portfolio/training proof is too weak (missing clinical hours, syllabus mapping, competencies)
- Good standing not valid / missing, or declaration not done through proper authority
- IELTS/OET component scores not meeting minimum requirement
- Missing MQRIC EQF letter when ECTS/EQF info is not shown
- Non-EU applicants sending unauthenticated copies
